I think it's important to look a person in the eye when you're talking or listening to them. People tend to appreciate it and feel like you're "with them," not distracted by something else. We all want to be recognized.
At the same time, I personally feel a little nervous if someone looks into my eyes (or I look into someone's eyes) for more than a few seconds at a time. I feel like the person is either evaluating me or is attracted to me. In fact, looking into someone's eyes for a long time is sometimes a sign that you are interested in them. If you are not interested in a person, it may be best to look away at times. If you want to let a person know you like them, look them in the eyes (softly) for a long time; just don't stare at them or they might think you're bored.

You should maintain a fair amount of eye contact, even more if it is a very serious conversation. From what I remember in a military handbook, I believe it is the persons right eye (on your left) that you should look at.
Sadly, today, not many people maintain eye contact for more than 10-20 seconds at a time.

You should never look someone in the eyes for no more then a second or two. In most cultures and in the wild, direct eye contact is a sign of aggression. So in every day conversation, you usually look at someone slightly up and to the right (at about the height of their ear).

Try to keep eye contact as often as possible, it indicates that you're not distracted and you really care about the conversation. I realize that sometimes you (or the other person) can feel uncomfortable when constant eye contact is there which why I'll sometimes do this fake cough thing where I'll turn my body away or down and close my eyes momentarily.

I have a hard time looking people in the eyes, but when I do, I realize they are looking into mine, and i love it. but sometimes i have a hard time looking in both at the same time, i feel crosseyed or sumthin. but theres a sying the eyes are the window to the soul. based on that i say looking someone in the eyes is a way of communication that sometimes you dont even need to speak to share with another. a really good question you asked. i hope you get good answers on this one.
