"Belting it out" - Singing loudly, pushing it out from the abdomen rather than the throat, usually with passion.
Ever watch "Sister Act"? Remember the petite little one that sung in a whisper nobody could hear till all of a sudden one day she sang loud and strong and surprised everyone, especially herself, with her lovely voice? She learned to 'belt' it ;)

It means you're singing very loudly. You are also singing correctly as they teach in voice lessons; singing from the diaphragm to project your voice to the extremities of the room in which you are singing.
