In order to determine oxidation number , you must draw the Lewis structures to see how the bonds are formed.
Once you have the molecules drawn, use your periodic table to figure out which atom of the bond is more electronegative. Draw an arrow toward the more electronegative atom to keep track. Add the number of arrows to calculate ox. # of the Cl (arrow toward = -, arrow away = +)
EX: H-O-Cl ---> H->O->Cl 1 arrow toward, Cl = -1
