The way I see it is like this.If the mail coming to your house has your last name on it and your address then you should be able to look at it.

No, just right on the mail in big letters( moved) then put it back in the box. When she dont get her mail then she'll do what she suppose to do. Why forward her mail if you keep getting it for her.

I wouldn't feel right opening any mail that's not addressed to me personally. I would just write on the envelope "return to sender, addressee not at this address." Stick it in the mailbox, and maybe she'll get it, maybe she won't. Not your problem though.

I don't think so. I'm not entirely sure, but tampering with mail is a federal offense, so I wouldn't open it.
