A Hierarchical menu in this sense is probably a "drop-down" menu. It usually takes the form of a tree as when you browse folders and files on your computer. Using DHTML, which is essentially javascript and html, you can make it so when you hover over an element in a menu, the "submenu" items appear next to or below it.
