Will somebody get sued if they do? If they draw homestar on paper, scan it into the computer, then put it on the internet (deviantart.com)?

As long as it is an entirely original drawing (i.e. you didn't just print off a coloring sheet and color it in), you can put it on deviantART under the subcategory of Fanart. For a traditional drawing, it the category breakdown would go: Traditional Art: Drawings: Fanart: Cartoons/Comics. Whenever you're unsure about something in the future, just read the gallery descriptions and you may be able to figure it out. :)

You may. It is copyright infringement. It also would violate general ethics of copyright, intellectual property, and plagerism. You are better off not going there.
