This is a tricky, but great question. One year I had to plant my garden 3 times, two because of late frosts and the third time because hail cut down my garden.
Some cold crops (onions for instance) can go in earlier, say early to mid May, and won't be effected unless you get a really hard freeze.
I would wait until Memorial Day weekend to plant anything more tender, the second week in June if you want to be really safe. Check the days to harvest, plants that require a long growing season (90 day +) probably won't produce before you have your first frost. Shoot for plants that have a 75 - 80 day growing season.

I always wait till the ground temperature reaches 58 degrees F, When it reaches that temp it will sustain the root systems of peppers, and tomatoes. U might have to protect the tops of the plants for a while from frost but at least u can get a early start. Mother Nature does not understand officially she just gets things right in its time.

farmers almanac is a great thing to use...but not always accurate...i have 4 gardens and used to grow 1 in Columbus WI...i never planted until the 1st of May....after that..all was usually safe from frost...good luck and good gardening ...hope all goes well

As nice as the weather's been the last couple of days here in WI, I'd wait until May. Mother's Day weekend is usually safe (but not always!) We could still have another big blizzard come through!
