It was all to do with war time, and the black out 2am was deemed the best time because there was less people about

In order not to confuse the issue as to when the day actually started. As in date. And not to mess up overnight TV recording toooo badly.
But hey, if you kill someone right on the time change you won't need an alibi for where you were between 2 and 3 AM...because there won't be one...

because the guy who made the final decision had a clock he bought in a pound shop which only had two numbers on it. Which were....
numbers 2 and 7...
as he was very superstitious he turned the seven upside down and it became an 'L'...so he says to himself oh 'L' i better used number 2!!!

to minimise the risk of any disturbances. 2 am would be the most quietest period i guess.
doing it at 12 would confuse people, clocks and TV programmes, and the date would suddenly change too.

It actually could be anytime as long as everyone did it at once but they used a time when most people wont need the hour as much.
