Boot from the Windows XP install disc. It will say "Press key to boot from CD". Do that. Follow the prompts for install. You will see "Do a Repair" or "Do Install". Do the install and choose to DELETE the current partition. Then choose this newly deleted partition as the one you wish to install to. Just continue to follow the prompts from that point.

Now... MEMORY? People sometimes refer to hard disk space as memory which it is not. To regain hard disk space (memory) you need to uninstall programs.

To regain MEMORY (RAM... what is used to load programs) run MSConfig and deselect startup processes that are not needed. You can go to http://www.castlecops.com/ to find out what processes you have starting up are for, and if they can safely be removed from boot up time. Some examples can be Quicktime Tray icon, MusicMatch Tray Icon and so on.

IF YOU HAVE A RECOVERY CD
some of the time, recovery disks have hidden power menus. when you start up your computer, a restore menu should appear (if you have set the computer to boot from CD... see bottom of answer to see how to set the cdrom to boot) when you reach this menu, try hitting alt+backspace... that works on some disks.. it should list options about formatting, wipe drive and do a clean re install... some cd's don't have an advanced option, so they have these features in the main menu
IF YOU DONT HAVE A RECOVERY CD
get a xp disk and boot from that, it should behave similar to the actions listed above. if you have neither i will list another way... be warned, this method is illegal and i do not officially recommend it. google the term "portable lime-wire" you should get a limewire that you can install directly to a burnable CD, minimizing the possible insecurities caused by the full limewire. do a search for all categories with this keyword set "windows xp, install CD, .ISO, ISO image".. try different varieties like
windows xp .ISO
windows xp ISO image
windows xp install .ISO
windows xp install ISO image
the file needs to be an ISO file and logically should be at least 400meg use the software available at this link
http://dw.com.com/redir?pid=10612384&merid=105270&mfgid=105270 and burn the iso image to a disk... now go to
http://www.dailykeys.com/?search=windows+xp
and select a key... that is a pirated cd key... thats y it is illegal... using your newly burned xp cd and a key, completely install xp on your machine

when you'r starting up your pc, hit every single "f" key and escape... however the most likely is f2, esc, or f4 you will come to a blue screen that has a list of options. use the arrow keys to select the boot tab, and set the cdrom as the boot device.

Cambion7 has the technique for a wipe and reinstall. But I have to ask WHY? If you reinstall XP, and allow the same situation to occur, you will be right back at 13% again.

If you are talking RAM memory, I would guess you simply have spyware or maybe a virus/trojan. Do you have a good spyware installed (Microsoft Defender is free/good)? Do you have a current virus program (AVAST is free/good)?

If you are talking hard drive memory, I would buy a new large fast hard drive and install XP there. You can get a 300gb 7200rpm for $80. That way you will have a clean install, and you will have your old drive in case you need it (and for future backups).

Just insert the installation CD/DVD without deleting anything (Simple) and you will be prompted to format and delete the data from your old drive during the installation..

About the wireless, well after format/install of the new XP, you will need to install all your computer drivers (sound card/LAN card etc..), these are usually on a CD that came with your PC or on your PC's hard drive.. You can alternatively download them from the internet if your PC manufacture has a site, or if you know exactly what components are in your computer..

Good luck,

Total Reinstall
Many times starting from Scratch will dump useless DLLs, as well as a load of junk from many installs and uninstalls.
Sometimes, as well, the best thing to do is as soon as you have a good Image you like, you Ghost it, and then it is easier to get back and running with what you want in a raw start. And always Save data Separately, when it is data that you need and Use...

Stop, this is very very easy to do, boot your computer from the install CD and when you get to the screen that asks where you want to install to, highlite the C drive and then delete it, then create a new one and install it there, its that easy and it wipes everything out and even creates a new partition for you, everything is completely gone.
