Absolutely, in relativistic ( Einsteinian ) terms, it all depends on the point from which the observation is made. In quantum terms it all depends on whether an observation is mad at all.

Time is a necessary construct in order to manifest the 'physical' experience. If one is observing from within it appears that linear ( uni-directional ) time exists. Of course try telling that to a four year-old on Christmas Eve !

From outside it only exists from the aspect of which observation is being made.

The best analogy I have come up with, taking oneself as the 'Observer', imagine that you are an actor holding a reel of film in your hands. The film is static, and immobile until you put it into the projector, it has no 'time'. But you know that that same reel contains a great of apparent time, frame by frame 'action'. Of course this analogy helps even more, by cheating a little, because you know that you can play the film forwards, or backwards, actual speed or slo-mo, or hi-speed, even 'time-elapse; ( I love that one ).

That's pretty much the way things look........from 'outside'.
