You can, but it doesn't make a lot of sense to.
Think about it:
What's the point of exfoliating with a scrub if all you're going to be sloughing off is makeup?
Cleanse first so that you wash off makeup, oils, etc. Then, use the scrub to exfoliate dead skin cells and unclog pores. It's not a bad idea to use a toner or astringent after that, and - of course - DON'T FORGET TO MOISTURIZE!!

Definitely you can! But using the cleanser before scrub facilitates the exfoliation process. Most scrubs work better on a clean skin.

Yes it's possible. Try it, and if it doesn't irritate your face then do it. The cleanser or astrigent is good to use because you remove excess dirt, oil, etc from your face that the scrub didn't remove.

Ya, but you don't really need to because the scrub will have a cleanser and an exfolient in it, if you have sensitive skin, don't use both; it will cause irritation.

It's possible but may really irritate your skin and dry it out. If you do use a facial moisterizer afterwards.

you can just make sure the pads are oil free...if there not then dont it will make your skin very oily....trust me...good luck!
