Check http://www.RingtoneRadar.com - they usually have a free ring tone giveaway running. Last time I checked you could get 1,000 free ring tones, no subscription fee required.

mobile9.com is very good. They have a large selection of ringtones you can browse through and pick the ones you want. It's very simple. I know you said you don't want memberships but in case you want a specific one you can sign up for their site (membership is free) and access the forums. You can request a specific ringtone and people will make it for you. I requested 2 songs and got them within the hour. Otherwise you can still access the already-made ringtones on the site without signing up! They also have an area where it tells you how to make your own ringtones, this is also in the forum area but you can read it without becoming a member. You just have to be a member to reply to the forums.
Forgot to mention that the ringtones are totally free. I've been using this site for years and never once got charged.

Without jumping through a bunch of spam hoops that always make you sing up for SOMEthing, the only way I know of is making them yourself.
What I do for my Motorola (RAZR V3) is I use Audacity (a free program, downloadable from http://www.download.com ) to sample a section of a song or movie quote or whatever I want and convert it to mp3.
I bought a USB bluetooth "dongle" on eBay for like $3. I turn my phone's bluetooth on and use the program that came with my dongle to copy the file over. Voila!
This works for just about any motorola w/ bluetooth, but I don't think Nokia uses mp3 for their ringtones.
