The function is most likely controlled by their hypothalamus, just as it is in humans. The hypothalamus works on a system of negative feedback... when it senses that the chimp is too cold, it sends out the message (via hormones) to tense up muscles and contract pores to conserve body temperature. Then it stops sending out the messages when it senses that the temp is ok. The same thing is true if the chimp is too hot... the hypothalamus tells the body to sweat and the pores to dialate, and when the chimp has cooled off enough, it stops sending out those messages.

Or, if you wanted a more general answer, they play in water and drink a lot of water and rest in the shade if they are too hot, and they huddle together for warmth if they are too cold.
