You need to show these cocksuckers that you have paid. Get proof such as receipt of payment, bank statement showing that you have actually paid this bill and better yet get confirmation from those guys in the council's office who are trying to get employee of the month (by sending those cocksuckers out for you) that they have actually received payment, at the end of the day it all boils down to them!

If you paid considerably late the council may have added late fee's, interest & debt collection fee's to your debt, which legally they are allowed to do.
Get a final bill from the council and get a copy of your bank statement showing the payment coming out that matches your final bill and show that to the bailiff.
