i have tried white shoes' care liquid but it has no effect at all

Well, first of all you will need to make sure that you scrub off all the dirt. Use a Magic Eraser sponge -- they work wonders!
Then use a white shoe polish. They most often come in liquid form. Apply all over the shoe, allowing it to dry, then lightly buff with a clean dry cloth.

LOL ! try those wax polish that come in compressed tin bottles just like shaving gels. I have one of those and it works perfectly. I recommend tht you try it
