Build a frame from steel tube. Attach front stub axles for steering and brakes. Rear axle should be solid, mounted in bearings. Attach a sprocket in line with the drive sprocket on the engine. Use a motorcycle engine and gearbox - it's easier and cheaper - and faster, and attach drive with a heavy motorcycle chain. Attach throttle and clutch cables to pedals (I did mention installing pedal, didn't I?) Install brake master cylinder and lines to brakes (only one brake is needed on the rear, since it is a solid axle.) Install wheels and tyres. Install fuel tank and fuel lines. Design and install electrical setup, including battery. Install seat, harness and steering wheel.
That's all I can think of. Pretty easy, huh?
