yes you need to know the carrier of the cell phone you want to text and go to the website. then click send text message and type in the number and message

Yes you can definetly text by going to the website of the carrier. Let's say they have cingular, you would go on cingular.com text messages, send text message. but they won't be able to write you back, and they will get charged like .25 cents or something, so don't go crazy texting everyone.
