Beverley is right. It is a little boy and he is the grandson of the artist, Sir John Everett Millais. His name is William James.
The first buyer of 'Bubbles' offered it to Pears for an advertisement, who gladly accepted. Millais was not impresssed but learned to live with it.

it is not a girl it is a boy and the title of the painting is "bubbles"
