Most teethers say right on the package what is inside them. These days most just contain distilled water except the gel filled ones (which are filled with non-toxic gel).

Some have water, some have a non-toxic gel, but I don't know what the gel is. There was a big deal about chemicals in them years ago, I forget exactly when, but the manufacturers all had to go to non-toxic stuff -supposedly.

The old ones had chemicals and should not be used. New ones have water.

Most contain water, some contain other things. The only I know of is "pur ice". It is my understanding under US law companies are not obligated to disclose those ingredients to the public nor even the FDA.
