No it's not illegal but you might get in trouble for just beating him up but if it is self-defense then you won't get in trouble. It's more like against the rules of the school because if it was illegal having to do with the law then you would go to jail.

Yes it is, if you act physically against the bully first. You cannot legally attack someone physically for what they say. If you do, and they manage to overpower you, they would be justified in what they do physically, as they could easily (and successfully) claim self defense against your attack. First one to physically attack the other is the one at fault for it all. If he's just talking smack, but doing nothing physical, then it's only his fault, as long as you do nothing. Any response from you to his crap talking, -- if any response at all -- should be verbal, or silence. NOT physical. Such as maybe you could say he's not funny...and/or you're not listening to him. The only response to give to such behavior is verbal, or with silent indifference. But do NOT physical against him unless he does first. You cannot physically attack a person for what they say, and claim you were defending yourself. Because they would easily have a story of their own, that you attacked them first, and they were defending themselves. Nope, the only option is to respond verbally, or with silence. Nothing else. You'll be the bigger person.
