yes you can.
But certain equipment and goods are prohibited to buy in certain countries (like Egypt); for example, you can't buy CD's whatsoever. No PC's or laptops, no certain electrical equipment, etc..
Books are allowed and clothes.

As long as you can set up an account on the site, yes, you can be an Ebay bidder and/or "Buy It Now!" purchaser.
But before you try to purchase or bid on anything, read the whole description. Some sellers will not ship outside of their continent, or have extra shipping charges for people overseas. Also, make sure that you have a payment format that they'll accept (Paypal, check, Visa/MC, etc.; again check with the individual item you're bidding on).
