Well, in "Sylvester and the Magic Pebble," the police were pigs, but I don't recall about the mayor.

It was challenged for that very reason!

George Orwell did this in Animal Farm, but that's far from being a kids' book.

Or maybe even... Julian. It seems kinda ironic in that it's a very classyish name.
