I don't remember anyone carrying him..but I found a characted called Bruno who's description is carries Oscar's can.......
.I do know on some of the episodes you would see his legs sticking out the bottom of the can and he would walk/run to different places. Hope this helps :)

I never say anyone carry Oscar. He was always sitting in the garbage can.
