meaning under $ 170.00 with hardly scratches ans stuff, is it safe to buy a refurbished one or are those kind of messed up as well or won't last long? I was looking on ebay but I am kind of cautious of buying one from their I mean you don't know what condition it is just by looking at the photo?

Try Ebay. I saw a supreme value pack w/5 games, 22 PSP DVD movies (2 of the same movie: Bewitched), Charger, 1 large black carrying case (great for vactions), 1 smaller silver PSP carrying case, 2 black PSP Movie/Game cases, Users Guide, Cleaning cloth, Original box, and 2 sets of headphones. Its awesome, 'cause its $325, as opposed to 500+ for all of this

I would not buy a refurbished one. Ebay can be ok, but I would recommend buying one new. You could try checking craigslist.com if you are ok buying a used one because at least that way you can buy it from someone locally and see i first.

Amazon.com under the New & used section you can find some really great deals there. Also try craigslist.com if you're lucky you can probably pick one up good as new for a great price.

http://www.craigslist.org/ It's 100x better then ebay, no it's not auction, all you do is contact the person email or phone, and you guys can meet and or they can bring it over to you. Lots of PSP's for sale, Found one thats 100bucks almost brand new.
