It's the number, not the color.
15 roses is an apology.
Colors have to do with aspects such as friendship, love, etc.
Keep in mind that if the recipient doesn't know the meaning, it's a wasted gesture and you'll need a note or verbal apology.

Well I'm not sure according to the Florist Laws which color roses mean I'm Sorry, but I would say go for White because White indicates Purity which means washing away the past and starting over again.... Hope it works out for you!!

I'm not sure that any flower actually means I'm sorry, but I think if you are genuinely sorry and approach her with yellow roses, you'll be just fine...then again, it depends on what you did!

Any roses along with the card that says I'm sorry says I am sorry. But try this instead. Man up, look her in the eye and say the words. I am sorry. To actually hear the words from you will mean more then any flowers.
