You won't be able to get a legal summer job at 13 but there's nothing stopping you from opening your own business whether you sell a product or provide a service. Until school recesses for the summer, you should read as many books as you can about teens and business. Check with your local library for books like "Fast Cash for Kids" by Bonnie & Noel Drew. My library system has many many titles of interest. You will need to get your parents on board with your decision and they can get some sweet tax credits. There's an organization called Junior Achievement that can help you get started and to network with other entrepreneurs. Here's the link:

When I was thirteen, I babysat the entire summer for kids that were younger than me, but still school-aged. You can also do chores for people or running errands. If you live rurally, farmers will hire thirteen year olds, but that's hard work.
I have a student that mows people lawns. The usual amount is $25/half acre for a kid.
Dog walking and dog sitting are also good during the summer months because people take more vacations.

I don't think there are really any companies who can legally hire 13 year olds, so I would definitely look more at "home business" stuff, things like babysitting, housecleaning, gardening-type work. If you can make something, you could sell that, maybe at a flea-market or something. You should figure out what skill you're good at and see if it's marketable, if you can sell it.

Try putting up signs in your area for babysitting or yard cleaning if thats something you could do. Just a suggestion here. Also maybe putting up signs that you could possibly do chore services, maybe even taking on a newspaper route that is an easy one that could be done by bicycle.
