If a single mother is 20 and she has two children, aged 4 and 3....that averages to 9! But how can I help? How can you help? What kind of a nation doesn't look after its most vulnerable citizens?

You're filling in a lot of details with nothing to support them. The kids would be placed in the care of the state if the scenario you were talking about were real. The average age of a homeless person is NOT nine!

Your question seems to be morally flawed. Do you want to change the average age of the homeless or reduce homelessness? Because a simple reduction of homelessness would make the statistic more vulnerable in that every baby born into homelessness would be statistically more significant, thus pulling that number down further. To bring that number up, introducing MORE people that are older to poverty and despair would effect the outcome that your question seems to propose, ie, raising the average age.

The responsibility lies with the individual in the situation. That 20 year old mother of two needs to do a LOT of work to get out of the hole she dug.
