Aawww...poor little Greg, the starving homeless are disturbing his traffic flow.
Why don't people like you get arrested for lack of compassion and disturbing the humanity flow?

They get hassled more than u think & its caused by some stock broker/inside trading clown who is offended that he has to be face to face with the person who's pension fund he just missmanaged(to his advantage), or some other rich unconvicted felon not wanting to have to deal with the realities of situations our government has put upon the less privliged.

That would mean cops would have to sit at every street corner monitoring. They don't have the kind of resources you are looking for.
