It is always possible. With the Arve River and the Rhône River, as well as Lake Geneva, they could all be subject to intense rain fall or meltwater from anywhere in the mountains. But the I doubt the entire city would be flooded. Also, as it is at such a high altitude, I doubt the flooding would be substantial.

The lake level is regulated - some minor parts of the city could be flooded, but most of the city is safe.

Absolutely not, but French towns on the Rhône might like to consider that if Geneva was threatened, they would open the flood gates. One consolation, all that dirty money would stay dry.

Sure, under the right circumstances Lake Geneva could overflow like any lake.
