Russia is now the Federation of Russia since the dissolution of the (Communistic) Soviet Union in December 1991. because russia does not have a legitimate ABM program, we do not need the type of safegaurds that russian weapons do. Russian upgrades where a response to the US missile shield, their new missiles have multiple counter-measures and change speed and trajectory abruptly in order to evade.
