No wonder you asked, as it's quite confusing, actually. But I can assure you, though, that there is no "monochromic or polychronic" governmental system in place in the civilized world (the words you used refer to a single and a variety of colors, not governmental systems).
Russia is now the Federation of Russia since the dissolution of the (Communistic) Soviet Union in December 1991. The 1993 constitution declares Russia as "DEMOCRATIC, FEDERATIVE, LAW-BASED STATE WITH REPUBLICAN FORM OF GOVERNMENT". State power is divided among the legislative, executive, and judicial branches.
The politics of Russia (the Russian Federation) take place in a framework of A FEDERAL PRESIDENTIAL REPUBLIC, whereby the President of Russia is the head of state and the Prime Minister of Russia is the head of government. Executive power is exercised by the government. Legislative power is vested in both the government and the two chambers of the Federal Assembly of the Russian Federation. Most of this happens in Moscow from within the Kremlin.
There are 8 Systems of Governance used in the Federation of Russia, depending on which country it is within the Federation of Russia, and those 8 Systems are as follows:
Semi-presidential
federal republic
Parliamentary republics
Constitutional monarchies
Absolute monarchies
Theocracies
One-party states
Military junta states
Transitional
Although it sounds confusing to us, it is how the Federation of
Russia governs their countries, though. Hope the information was helpful.

because russia does not have a legitimate ABM program, we do not need the type of safegaurds that russian weapons do. Russian upgrades where a response to the US missile shield, their new missiles have multiple counter-measures and change speed and trajectory abruptly in order to evade.
