Most of the companies that own the llicenses will not allow costumes to be made, so you won't find anyone doing it under those names. But people get around it by making costumes that are similar nd calling it something else. Your best bet will be to call entertainment agencies and ask if there is someone who will perform as a character that LOOKS LIKE Spongebob or Blue from Blues Cllues.
