Microsoft Visual Studio.
This will allow you to program Visual Basic programs, or more advanced Visual C++ programs. Visual Studio also includes Visual InterDev, which allows you to build web applications using ASP.
Years ago, I taught myself C++ using Visual Studio. I still use Visual Studio daily in my work (web applciation programmer / manager).

You can use Visual Basic 6 to create your own programs for Windows Operating System.Visual Basic 6 is a easy program to create software for Windows platform.But if you like to became a programmer you should learn C,C++,C# or Java cause Visual Basic is not a programming language its a Rapid Application Development Tool.Good Luck and try Visual Basic 6.

Depends on what programming language you know.
The best IDE(intergrated devolpment environment) for Java programming is most likely Eclipse IDE. It does not have a visual drag and drop interface like Microsoft Visual Studio but still works great! You have to add buttons and other interfaces through your code. Eclipse is an open source, free, cross platform IDE. It is great!
The best IDE for Microsoft programming is probaly Micrsoft
Visual Studio 2005. When I say micrsoft programming I mean programming languages that are windows based such as visual basic,C++, and C#. Visual studio has a drag and drop interface for adding buttons and such. It is very easy to make a good looking and good performing applicitation in Visual studio. the current version of visual studio is Visual Studio 2005. There is a new visual studio in devolpment codenamed Orcas. you can dowload a beta of orcas at msdn.microsoft.com. Orcas is going to allow better looking GUI's(graphicial user interface). These gui's will look like Windows Vista apps instead of the current version of visual studio that the gui's look like an XP apps. Visual studio comes in six editions, standard, standard academic(has all the feautures of standard but is liscened for students and schools. companys can not use this version to devolp.It costs about $60-$75 depending on where you get it.),professional, professional academic, team system(devolpment for large corparations), and expression editions(this version is free but you have to download a different program for each different programming language unlike the real visual studio which all languages come in one piece of software it also lacks some feautures of other editions ). I would recommend you getting the standard academic edition it is alot cheaper than the others but still offers excellent power and fuctionality. Do not use the express editions. Visual studio is great!
As for devolpment in other languages, like perl and python, I do not know. The languages metioned above are the only languages i devolp in.

C# is one of the most modern object-orientated languages. You can use it to write applications for the .NET-Framework, those applications will run under Vista, xp and 2000. The free Visual C# Express Edition can be downloaded at Microsofts MSDN-website. C# is a easier than C++, it is comparable to Java.
Java applications will also work on vista, you'll need the JDK 6 for developing. A great IDE for Java is Netbeans, which can be downloaded for free at www.netbeans.org.

I agree with Microsoft Visual Studio, it has a complete suite of programming tools and envrionments, as well as a completely out of reach price tag for the novice programmer.
