I would say if you are tlaking about buying cow's milk from the store that yes, girls can go and buy it.
If you are talking about milk for breastfeeding, it comes in when you have a child...it has nothing to do with marriage. However in my opinion the breast milk SHOULD NOT need to come in before marriage!

Female mammals produce milk after delivering their young. In humans this usually occurs 2-5 days after giving birth. Being married has nothing at all to do with it.

Actually, women do not need to have been pregnant to produce milk. Many women who adopt children induce lactation through a combination of medication, herbs and expression techniques. If your child has any discharge from her nipples she should be seen by a health care professional ASAP. This is assuming she does not have a newborn child born out-of-wedlock.
