Have you considered trying promotional products?
They have a great return for the money spent and they come in a variety of shapes, sizes, and designs to fit any budget. Pens, pencils, coffee mugs, t-shirts, caps, etc.
One of the best ways to advertise your business would be to partner up with local contractors and home builders. Consider purchasing the contractor/builder pencils. The ones that are flat and easy to grab. Put your business name and info on it along with your "benefit" statement.
Introduce yourself to these contractors and let them know what you do. maybe offer them a referral commission, hand them a few pencils and follow-up with them.

Visit your local chamber of commerce too and network within that organization.

Advertise on Free classified sites like Localgrunts or Craigslist. Its free and you may just find that you can pick up some local jobs.

Depends on what you get contracted out for If your clients are mostly businesses then I would say word-of-mouth is the best bet, but some ads in the local paper wouldn't hurt either
