Water vapour is water in it's gaseous state, also known as steam. This is created when water is heated above 100 degrees Celsius and evaporates. What is evaporated is water vapour.

In weather, this condenses in the atmosphere, which is generally cooler than the surface of earth, to form clouds. When water vapour condenses, droplets join together and eventually become a denser state - liquid. When the clouds become too dense to remain suspended in the atmosphere, they fall to Earth as rain.

That is the effect of water vapour in our atmosphere.
