What scenario would be needed for the president to become supreme dictator of the world?

Would terrorists assisted by N.Korea,Pakistan, Iran and the president/Blair need to plant a small nuclear device at the Democratic national convention? Or would some other timing be more appropriate, like after the elections? Would we believe him if he said "I didn't know" again?
