Nature is neither -- you cannot attach human emotions to nature. Nature is what it is, natural.
In nature, it's survival of the fittest. Humans may find it cruel that a lion who defeats another lion and takes over his pride will then kill all the lion cubs in that pride. But in nature, that's survival, thus ensuring that the more dominant (stronger) lion will immediately mate with the pride lionesses and produce new offspring of heathier/heartier genes.
In nature, fires that occur naturally (not arson or fires caused by man) destroy the old forest so that the new forest can grow, thus attracting more or different birds and animals to the land. Is fire cruel? We might think so. But in nature, it's a natural occurrence that is good for the land.

Your question seems to be implying that nature is a person, and consequently suggests that what you really want to ask is,
'Is GOD kind or cruel?'
I don't know how to answer this without compromising my religious beliefs but at times it does seem so wrong that so many innocent lives are taken by floods, draughts, tsunamis, earthquakes, etc.
But i just think that God, nature, and the world is a big mystery that no one can fully understand.

Nature is indiscriminate. You get in the way, you're run over by nature (even if you think you're running over it). Work with it, and it'll seem much kinder, although it'll get you in the end! It gets EVERYONE!

i think it can be both. its fierce like during hurricanes and earthquakes, and such. but think of all the beauitful our earth has given us. there are some many moments when you just want to sit back, and stay there forever. its a balanced thing.
