Sorry - it's got little to do with what the weather's doing except that if it's persistently hissing down, for obvious reasons the humidity will increase a bit simply because there's so much water vapour around ! ! !

Well it can be either or. I live wear it where it does both.
We have spring and fall days that are high humidity like 85% and cool and rainy.
While in the summer we can have 105 degrees and 90% humidity.
So it can be both either one or or the other.

It can be either take the rain-forest for example it has both hectic weather systems. Humidity can mean that thunderstorms tend to worse than in the U.K.

It can be either; humidity is moisture in the air so sometimes it can be nice and sunny but very humid, and of course when it is raining, there is obviously moisture in the air.

humidity is not dependant on weather. if your in a rain forest on a nice day it will still be high in humidity
