Yes that is correct, The HSE Health and Safety Executive are responsible for upholding laws in the UK, they will prosecute offenders.

It is also interesting to note that each individual is responsible for each other (on a construction site) and themselves under the Health And Safety at Work Act HASWA http://www.healthandsafety.co.uk/haswa.htm
