forget about the free proxy listings on the web, most of those are junk, they'll only give you one 'hop' between you and the 'target'.

you can hide you IP using TOR, it's a proxy that actually puts more than one IP between you and the target, and the entry/exit IPs change every 10 minutes. although if you're really really paranoid, Tor will leak DNS resolution, so you're ISP will know who you're talking to, but the site you're talking to won't know where you're coming from.

and the best part? it's legal! (and free)

Assuming you mean IP address, you can't.

If you really mean ISP address- I don't know what the heck you're talking about. See the previous answer.
