If player A is first to act and bets 500 Player B calls, Then Player C goes all in for 600, Can player A reraise even though Player C could not double the bet?

No.

When player C moved all in it was not a valid raise, so it does not reopen the betting. Player A and B can merely call the all in for another 100.

However, if there was a player D who moved all in for 2000, players A and B would now have the option of calling or re-raising, or moving all in. The same would be true if player D merely raised the minimum to 1000.

Yes. A can still raise, and B would have to call the amount of A's bet. C can only win what he/she bet, so the extra money (above 600) would go into a side pot that only A and B can win. All three players can win the main pot.

No, in most places an all-in bet that does not qualify as a full raise does not re-open betting for a player that has already acted.

This rule specifically exists to protect player B.

Yes, player A can also raise or even go all in to try to get Player B to go also or to fold.
