What is a Http or UDP flooder? What do they do/What are the for?

I have these two items, i got them in a file i downloaded from the net. What do they do?

Basically its one type of DOS (denial of service) attack. A flooder program will flood the host machine with so many requests that legitimate traffic cannot get through. See link below for more info.

they are used for denial of service(DOS) attacks on other pc's on the internet.

you be sending packets to other computer making them lag or disconect
