I wouldn't say a lot of women do. Just the ones that can afford it, are into fashion, or the ones that have an uncontrollable spending habit and none of their other bills are getting paid.
The last time I bought a pair of boots/shoes, etc was about 2 years ago and I paid $50 for them. And I still have them, they're not leather, nor designer but they have managed to last me a long time and I still love them.

Because they think it's quality. I would be out of my mind to spend that much. no more than $100 for a boots for me!

B/C they want to be fashionable and have boots that can last for a long time.

Because thats what they cost, and you should be happy she wears nice things.
