It needs to be washed first, as you've guessed. If there is a Lowes in your neighborhood then purchase a product called Jomax and some Clorox Outdoors. Mix according to instructions and spray onto your house using a garden pump sprayer. Let sit 10 minutes then wash off. Preferably with a power washer using a #25 tip. Let dry. If you are experienced with an airless sprayer then this is the easiest way to paint it. Mask off windows, doors, bushes and anything else you want to keep clean. The airless requires a certain amount of skill though, so if your not sure, do the job by hand. Aluminum siding is the easiest to paint. Use a good quality Latex or Ceramic water borne paint. Buy good nylon polyester brushes. Have a painting party. You should be able to do the job by hand in a day with several friends.

This is brief but to the point guide:

With a non-metallic scouring pad, you'll need to remove any corrosion that may have developed where bare aluminum is exposed. Next, apply a primer like Bulls Eye 1-2-3 to the area. To remove mildew, use a three-to-one mixture of water and household bleach and to remove dirt and any chalky white residue, use soap and water and a brush. Once this is done, wash down the siding with a garden hose or power washer and let the surface dry.

Choose a good quality latex paint in a flat or satin finish that will hide any imperfections. Apply the paint with a roller and brush or rent a power sprayer. If you plan to also paint the windows and trim, do it before painting the siding.

Found this on a handyman website:
Aluminium Siding Cleaning

What is the best (safest) way to clean aluminium siding? Can scouring pads for Teflon pans be used?

Wow, scouring pads? It must be dirty.. I would use TSP and hot water and a house cleaning brush. A pressure washer may help but be very care full with the pressure, it can dent the aluminium if you spray too high a pressure too close to the siding.

Painting siding

We are about to purchase a home that has aluminium siding. Can aluminium siding be painted, and if so, what is the best way to prime it and the best kind of paint?

Aluminium siding can certainly be painted. Use a high quality paint (my favourite is Benjamin Moore, but be sure to use a good one. With paint you really get what you pay for)

Go to the paint dealer and ask what will work best for your tastes. You will need to clean it well first (renting a high pressure washer will make short work of that job.. just be care full with the pressure.. aluminium dents!) App the primer that is recommended for the paint you select. The dealer will provide the best information here. Don't cut costs and the paint job will last.

pressure wash with bleach water and let dry. Then use a paint sprayer. Will give an even coat over the whole surface. You will also need to use a primer to help the topcoat stick to the aluminum.

Aluminum siding wasn't meant to be painted. Exterior house paints aren't really meant to stick to Al siding. I've seen people try this, and it looks awful, and peels a lot.

I am a professional specialty painter, so I cannot answer your question, but ask two professional exterior painters and compare their answers
Additionally, go to a PAINT STORE and ask the owner or manager. If you go to one of the huge national hardware stores, they may unknowingly mislead you.
Good luck
