THe big question to ask is will a swordtail attack a betta. The answer is probably not. Bettas are very peaceful and very rarely bother other fish except their own kind. They should do well together.
Please forget that 1" per gallon "rule" it's totally bogus any way you want to cut it. In my opinion that's one of the worst "rules" ever to be started about aquarium keeping. Totally without merit.

lol I have to laugh because I was all ready to answer the gallon Q and you ask the betta Q. It was just funny, thanks I needed a laugh.
Either or, although I believe it is for american gallons, as that is where it is commonly reffered to "1 inch per gal". I mean, I guess if you're in canada, its the same, maybe a little more or less water, not a BIG deal really.
A betta wont attack a swordtail. Unless the swordtail is colored really nice like a betta and has flowing fins, no. Betta are actually peaceful. I had a betta with some tiger barbs(bad idea, barbs ate his fins!), danios, and neons. Everyone was fine cept when the betta got his fins eaten.
Betta usually only attack their own kind. They also are aggressive if there is a female in the tank and they are breeding. He will kill the female after breeding if she sticks around too long.

It just doesn't matter,it's an incompletely understood, often quoted,and totally confusing rule. The only thing it's got going is that it's easy to remember. A ten gallon tank would be fine for ten 1" Mosquito Fish,but totally lethal for one ten inch Oscar. Any way the part of the rule that you never hear is 1" of ADULT length,so you have to find out what the fish will look like in 2 to 5 years.----------A male Betta might nip at one of the Fancy finned Swordtails,but even then the Swordtail would be able to outrun the Betta. The inch per gallon rule is based on U.S. gallons and is full of garbage anyway. It doesn't take into account the minimum tank size necessary for the fish (you can't put a 10 inch fish in a 10 gallon tank), the territorial needs, their girth and strength, how active they are, or how messy they are. It doesn't take into account the shape of the tank (tall tanks can hold less fish regardless of gallonage), the filtration on the tank, or the individual fishkeepers willingness to maintain the tank.
It's a rule for lazy people who have no interest in actually learning about fish.
A Betta will not attack a swordtail.

I thought the Canadian liquid measure was the Liter and not the gallon..
Mixing the Sword tail and Betta ... I wouldn't. The Betta will be eaten.

a swordtail needs about 15 gallons minimum really as they grow quite large.
a betta may or may not get on with a swordy. the swordy may decide to nip the betta, or the betta may take offence to the swordies if they're brightly coloured. but as i said, swordtails need quite a large tank really.
and it's US gallons, there's imperial gallons and us gallons.
