Is insulting(or dehumanizing) other people(particularly George W. Bush) funny?

Depends on how it's done. The Bush-bashing that the left is engaging in is NOT AT ALL funny, but Gallgher's Sledge-O-Matic is a darned good satire aimed at kitchen gadgets no one really needs. Political humor is only truly funny when the humorist takes pot-shots at both sides, like Art Buchwald did in his hey-day.
