Try looking at Dwight Eisenhower. Civil rights legislation is hardly a conservative thing. Building an infrastructer of super highways is more like a New Deal program than anything else.

Bush is so far to the right when it comes to wars and giving most of his assistance to rich corporate americans that I wouldn't consider him liberal at all.
He is messed up on spending and immigration though but I don't think that makes him a liberal.

He has been liberal ona couple of things, mostly immegration which really grinds my gears, and he hasnt done much for pro-lifers. He has tried to block stem cell research but it didnt do much.
