Does it mean you plant them in the spring, or that they come up in the spring???

Both are correct! (You can plant bulbs in the fall, too) Bulbs, as a general rule, come up in the spring, die back to return next year. Don't cut back the leaves until they are brown, the bulbs need them to recharge for next year. There are lots of varieties of spring bulbs, all sorts of different colors. Enjoy!

Wow, there is some bad info here. DaLab is right. Spring bulbs are planted in fall to bloom in spring.

Spring bulbs are planted in the fall and will bloom in the spring.

Summer bulbs (gladiolus, dhalia tubers, et al) are planted when the weather warms up, depends on your area, and will bloom in the summer.

There are some new bulbs that will bloom twice in once season, summer then later on early fall.
