It's still fairly cold here in Wisconsin and I forgot to plant bulbs last fall. When is the best time to plant spring bulbs, and when can i expect them to come up?

Any thime during the 2 weeks that there isn't any snow on the ground.

Fall is the best time to plant, although it's OK even as late as January IF the ground isn't frozen yet. My mother has done this in northern IL, planted spring bulbs on New Year's day b/c the ground wasn't completely frozen yet. They bloomed beautifully in the spring.
They can be planted anytime, just don't expect blooms.

i'd plant them. understand that they probable won't bloom this 12 months. maximum bulbs prefer a while in the freezing chilly to bloom. It shouldn't harm them yet pay attention for critters.

The best time is in the fall... You can plant them anytime you want so long as the ground isn't frozen, but a lot of them won't come up.

Plant them after the danger of frost has passed, but you may have to wait til next spring for blooms, or if they were supposed to be planted fresh, they may have gone by. Can't hurt to try though!

mid-december leave them totally alone until spring the freezing and thawing will cause any bulb to grow faster and their flowers to become less fuzzy
