I myself, when im stressed, will get them all over my body, from head to toe, and require injections at the hospital to get them to go away.

Hives are a systemic response from the body. They can be allergic or stress related.

If he hasn't eaten any new foods or taking any medications I would say they are probably stress related.
Also, when hives are present do not give him a hot bath, make sure it is luke warm, because the heat causes the histamines in your skin to over react. This will make the hives worse.
You can give benedryl for comfort from itching. Call your doctor for the adequete dose.

Hives are an allergic reaction to some thing...for him since it does not sound like he got them before it is from something new...a new food, a new pet, a new lotion or soap, a new detergent....think about it. Is there anything new that he has been exposed to? My daughter gets hives real bad from her serious reaction to all milk ingredients. For relief from accidental exposure we use Benadryl. It works well and is even safe at the age of one. I do not think that he got it from being scared.

The only two reason I know that a baby could get hives is from allergies or from heat rashes. I have attached a few links that might be helpful.
